Valid Spell Target: Players or Intelligent Creatures
Description: The Halt spell, if the caster's will is strong enough, holds the subject motionless for a brief time. It is useless against dumb beasts, but effective when battling more intelligent creatures, or when one must intercede to prevent a citizen from attacking another citizen unjustly.
Example Messaging: Success: You stare intently at <target>, stopping him in his tracks with your gaze.
<Caster> stares intently at you, stopping you in your tracks with his gaze.


Failure: <Caster> stares at you intently as if trying to stop you in your tracks with his gaze.
<Caster> and <target> stare at each other intently for a few moments.


Notes

Per Ssra, Halt will become a second tier spell requiring Tipping the Scales and will see "no significant changes other than to bring the duration of the spell into line with Mental Blast and place it as a tier 2 spell in your 'crowd control' series."
