Description:	The Static Discharge spell discharges the static electricity which builds upon on the outer surface of an Ethereal Shield, jolting everything and everyone close to you. It can be cast on other people's Ethereal Shields to protect them as well and uses very little mana, but only works once for each time you create or extend your shield.
Example Messaging:	A small, cascading wave of tiny blue sparks erupts in the air before you. Your Ethereal Shield flares a soft white as the sparks strike it, creating an impressively intense and brilliant explosion of static electricity! The blood wolf's body is rocked by convulsions as its muscles contract and expand in rapid succession! Small tendrils of blue lightning ripple across a blood wolf's body, briefly connecting it to the discharge from your Ethereal Shield! The blood wolf is stunned by the jolt! The scout ogre's body is rocked by convulsions as its muscles contract and expand in rapid succession! A single, thin bolt of electricity arches into the air before forking several times and descending upon a scout ogre! The scout ogre is stunned by the jolt!

Notes

Causes a several-second stun and inflicts nerve damage upon all engaged enemies at melee range.
No longer causes vitality damage or body part damage.
The Electric Charge cantrip can be quickly used to restore the static charge, allowing for multiple quick casts of this spell.
